With over 200 years of law enforcement and military training, the leadership team is equipped with the knowledge and first-hand experience to develop comprehensive security strategies for school campuses, faith-based organizations, and vulnerable communities. Through leadership, education, and training we aim to change the culture and perception of public safety.

 
 

Louis Felini
Senior Partner

Louis Felini is the Co-founder and Senior Partner for Tier One Holdings, LLC where he leads the Special Projects Division. Felini is also the President of Tier One Technology, LLC, which is engaged in bringing advanced technology solutions to protect school campuses, houses of worship, and vulnerable communities. Felini is a graduate from Tarleton State University with a B.S. in Criminal Justice. With over 28 years of law enforcement experience with the Dallas Police Department, he successfully developed and implemented several multi-agency operations in Dallas County that involved local, state, and federal law enforcement officers.

Felini is adept in partnering with community stakeholders to bring a multi-faceted approach to complex crime-related problems within communities. Most prominent among these was the Dallas PDI Program, the first law enforcement led initiative of its kind in the country, whose model was replicated by other cities. Part of this initiative involved the development of a Potential Victims High Risk DNA Program whose findings were published in the FBI Law Enforcement Bulletin. During his career Felini received two State of Texas Awards for Valor and Professional Achievement, in addition to over 100 commendations and multiple community awards. In 2011, Felini was placed on the City of Dallas’ Wall of Honor. He has been an active speaker for the FBI’s Highway Serial Killings Initiative and served on both the Board of Directors of the University of North Texas Center for Human Identification and the National Advisory Board for the FBI’s Violent Criminal Apprehension Program. Felini is married to Dr. Martha Felini who is engaged in cancer research at the University of North Texas Health Science Center’s Department of Pediatrics and Women’s Health in Fort Worth.

Timothy Grega Chief of OperationsTim Grega is a graduate from the University of North Texas with a B.S. in Criminal Justice and is currently completing his master’s degree in International Relations (International Security tract) at Norwich University. Grega is a retired U.S. Army Military Intelligence Senior NCO, having served on multiple Special Operations and Conventional Forces teams conducting intelligence collections, analysis, and exploitation operations throughout the Middle East. Fluent in Modern Standard Arabic and skilled in cross-cultural communications, Grega has proven success at all operational levels, from the tactical “on the street”, up to the diplomatic “embassy” operations. Following his military career, Grega advised on and conducted various counterterrorism, counter-surveillance, and insider threat detection/deterrence programs throughout the DFW metroplex. Grega is married to JoAnn Grega, a substance abuse/rehabilitation specialist. Marcellous Williams is a graduate from Purdue University with an A.S. in Small Group Management and a B.S. in Professional Studies and is currently complete his B.S. in Organizational Management with a concentration in Human Resources at Purdue University. Marcellous is a retired U.S. Army Senior NCO, and holds three Military Occupational Specialties (CBRN, Cavalry Scout, and Recruiting and Retention NCO).

Marcellous is married to Michelle, and they have three children and three grandchildren.

Christopher Horvath
Captain / Operations Administrator

Chris Horvath is a graduate from the University of Arizona Global with a B.A. in U.S. Military Studies. Horvath is a retired U.S. Army Reconnaissance Senior NCO, having served multiple tours in Iraq and Afghanistan, conducting route clearance packages, AID relief missions, to security operations planning for US Ambassadors. Horvath has proven successful at all levels that he has been assigned to, often serving in positions of greater responsibility. Horvath has also served in both man-made and natural disaster relief in Texas from the West Fertilizer explosion as the liaison for military forces to the massive floods throughout Texas in May of 2015 as the team leader for rescue swimmers. Following Horvath’s Medical Retirement, he has served in various roles instructing firearms, recognizing, and deterring international and external threats for several large corporations.

Horvath is married to Chessa Horvath, a manager at the Sellmark Corporation. They have 2 children: Annalyse and Sadie as well as five dogs, Freyja, Honey, Astrid, Baxter, and Binx.

Tony Tinderholt is a dedicated father and retired military veteran. He serves on the Committee on Public Health and the Committee on County Affairs, as well as representing House District 94, which includes parts of Arlington, Fort Worth, Bedford, Euless, and all of Hurst, Pantego, and Dalworthington Gardens..

Tony is a proud father of four and grandfather of three. He is happily married to Bethany, Executive Director of the Arlington Police Foundation and former Dallas Cowboys Cheerleader.

Currently in his fifth term, Tony has received top scores from Texans for Fiscal Responsibility and Texas Family Project. He has been honored as a “Faith & Family Champion” and “Courageous Conservative” by various organizations.

Tony’s military career includes service in the Air Force and Army, with roles ranging from Spanish Cryptologic Linguist to platoon leader. He has earned the Bronze Star Medal and Combat Action Badge.

In civilian life, Tony has been a Spanish professor and holds a Master’s Degree in Educational Leadership. He is also a business owner in the Metroplex.

Active in his community, Tony and his family support organizations like Spirit of Hope Arlington, Catholic Charities of Fort Worth, and the Arlington Police Foundation. The Tinderholts attend St. Vincent De Paul Catholic Church in Arlington.
