Louis Felini
Felini is a graduate from Tarleton State University with a B.S. in Criminal Justice. With over 28 years of law enforcement experience with the Dallas Police Department, he successfully developed and implemented several multi-agency operations in Dallas County that involved local, state, and federal law enforcement officers. Felini is adept in partnering with community stakeholders to bring a multi-faceted approach to complex crime-related problems within communities. Most prominent among these was the Dallas Prostitute Diversion Initiative, the first law enforcement led initiative of its kind in the country, whose model was replicated by other cities. Part of this initiative involved the development of a Potential Victims High Risk DNA Program whose findings were published in the FBI Law Enforcement Bulletin. During his career, Felini received two State of Texas Awards for Valor and Professional Achievement, in addition to over 100 commendations and multiple community awards.
In 2011, Felini was placed on the City of Dallas’ Wall of Honor. He has been an active speaker for the FBI’s Highway Serial Killings Initiative and served on both the Board of Directors of the University of North Texas Center for Human Identification and the National Advisory Board for the FBI’s Violent Criminal Apprehension Program.
